Connect the people of downtown with the vibrancy of uptown

Proposed over the years in City Council was the idea of having a "bridge" between the core and the Beltline. If I were to think in terms of building a civic legacy and had dollars at my disposal, I'd create a terraced park space over a block of the CP rail lines. Invite every country in the world to select one artist and mount a massive exhibition at the Stampede Grounds. Temporary (or even permanent!) Pavillions would be built for each country.
