If I were to think in terms of building a civic legacy and had dollars at my disposal, I'd create a terraced park space over a block of the CP rail lines. For discussion sake, let's say between 4th and 5th Street, tying downtown culture with the walkable 11th Ave design district, 17th Ave nightlife, and 4th Street restaurants and boutiques. A midtown destination site would cut the psychological barrier between the two sections of the core and create a central meeting place between the two culturally thriving sections of the city.
Summer on the greened park podium could be home to outdoor festivals, buskers, performers, musicians, or an open air market.
To create winter interest, a mix of permanent, spectacular, contemporary sculpture and temporary participatory installations exploring the winterized urban environment.
