Invite every country in the world to select one artist and mount a massive exhibition at the Stampede Grounds. Temporary (or even permanent!) Pavillions would be built for each country. Modelled after successful art festivals/exhibitions in Venice and São Paulo, and to a lesser extent the Whitney Biennale in New York, it would attract hundreds of thousands of people from around the world to the city, and especially if it was held at the Stampede grounds, counter the popular image that Calgary is a city of philistines. Currently there is not a major art Biennale in North America, so why not Calgary? Why wait until Toronto or Edmonton take the initiative and start one of their own and get all the cache that will come with it?
